摘要:
围绕公立医院的高质量发展，综合考虑医药卫生体制改革要求、社会经济发展和现代医院管理内在需要，按照全面、科学和动态监测要求，结合对指标内涵意义、逻辑关系和评价导向的探讨，提出从运行稳健性、结构合理性、风险可控性、管理高效性和发展持续性5个方面开展公立医院经济运行分析评价，并建议在后续应用中持续完善指标体系、提高分析时效性、合理设定标杆值、加强业财融合。
Abstract:
Focusing on promoting high-quality development of public hospitals, comprehensively considering the requirements of medical and health system reforms, the changes in economic and social development situation and the internal needs of modern hospital management, this study analyzed the meaning of indexes, logical relationship and evaluation orientation, and proposed to conduct economic operation analysis and evaluation of public hospitals from 5 aspects including operational robustness, structural rationality, risk control, management efficiency and development sustainability, in accordance with the requirements for comprehensive, scientific and dynamic monitoring. This study also suggested to continuously improve the index system, reasonably determine the analysis frequency, reasonably set the evaluation benchmark, and strengthen the evaluation of industry and finance integration.
