摘要:
基于文本挖掘和PMC指数模型，对东北三省健康产业政策样本进行量化评价和效能评价。结果表明，东北三省健康产业政策工具结构失衡，需求型政策工具占比最低，同时政策样本在政策性质、政策时效、政策视角、政策受众、作用领域等方面的得分较低。对此提出建议：优化政策工具结构，适当减少环境型政策工具，增加需求型政策工具的运用；扶植多元主体，扩大健康产业政策覆盖面，打造特色鲜明的健康产业链；促进传统产业和健康产业融合发展，开创产业发展新局面；关注健康产业发展态势，健全相关机制，强化部门机构协作。
Abstract:
Based on text mining and PMC index model, this paper conducted quantitative evaluation and efficacy evaluation of health industry policy samples in three northeastern provinces. The results showed that the structure of health industry policy tools in the three northeastern provinces were unbalanced, and the proportion of demand-based policy tools were the lowest. Meanwhile, policy samples had low scores in terms of policy nature, policy timeliness, policy perspective, policy audience, and areas of action. It is suggested to optimize the structure of policy tools, appropriately reduce environmental policy tools, and increase the use of demand-based policy tools. It is also recommended to support multiple subjects, expand the coverage of health industry policies, and create a distinctive health industry chain. We proposed to promote the integration of traditional industries and health industries development, and create a new situation for industrial development. Finally, it is necessary to pay attention to the development trend of the health industry, improve relevant mechanisms, and strengthen departmental and institutional collaboration.
