摘要:
精细化治理有利于破解医疗保障不平衡不充分问题，实现多层次医疗保障体系的核心价值。根据公共管理“过程论”，多层次医疗保障体系的精细化治理路径可围绕价值、主体和目标三个层面展开：以全民健康共享为治理价值，政府、市场、社会等治理主体多元协同共建，从“宏观—中观—微观”多维视角，实现并检验共治目标。
Abstract:
Refined governance is conducive to solving the problem of unbalanced and insufficient medical security, and realizing the core value of the multi-level medical security system. According to the "process theory" of public management, the refined governance path of the multi-level medical security system should focus on value, subject and goal. Taking the health sharing of the whole population as the governance value, government, market and society should coordinate and co-construct to realize and test the goal of co-governance from the perspective of "macro-meso-micro".
