摘要:
目的：通过回顾医疗机构抗菌药物管理政策演进历程，探讨抗菌药物管理政策发展的内在逻辑与经验启示。方法：系统检索有关政策文件，梳理发文时间及其结构、内容，总结我国医疗机构抗菌药物治理体系演进历程。结果：我国医疗机构抗菌药物管理可以分为四个阶段：医院感染管理萌芽期，抗菌药物专项管理体系建设起步期，以行政干预为主的发展期以及多学科协调发展转型期。各阶段通过不同政策导向，对抗菌药物合理使用起到了一定的引导作用。结论：我国抗菌药物管理不断科学化，但需进一步完善基层两网监测体系建设、加强横向协同助力抗菌药物治理、提高医师合理用药水平、补足患者抗菌药物合理使用宣教短板。
Abstract:
Objective This paper reviewed the policy evolution of antimicrobial agents management in medical institutions, and discussed the internal logic and implication of its development. Methods We used the database of laws and regulations and the official websites of major ministries to systematically search the policy. We carded the time, structure and content of the policy, to sum up the management system. Results The management of antimicrobial agents in medical institutions in China could be divided into four stages: the embryonic stage of hospital infection management, the initial stage of the construction of the special management system of antimicrobial agents, the development period which is dominated by administrative intervention, and the transition period which is multi-disciplinary and coordinated development. Through different policy guidance in each stage, the rational use of antimicrobial agents has played a guiding role. Conclusion The management of antibiotics in China is becoming more and more scientific. We need to improve the monitoring system at the grass-roots level, strengthen the lateral coordination of antimicrobial agents governance, improve the level of rational drug use of doctors, and increase patients with rational drug use education.
