摘要:
从宏观、中观、微观三个层面，阐述了防治结合的内涵，分析当前我国防治结合存在的问题——防治结合的功能定位不明、职责范围不清，防治结合的工作模式各自独立、沟通不畅，防治结合的动力不足、激励不够，防治结合的人员缺乏、能力不强。在分析原因的基础上，提出防治结合的策略与实施路径：在二级及以上医疗机构发展全科医学，强化医疗机构的健康教育责任，以区县医共体为切入点，促进基层医疗卫生机构内部的医防融合，培养防治结合复合型人才，弥合公共卫生和临床的裂痕。
Abstract:
From the macro, meso and micro levels, the connotation of prevention and treatment integration is explained, and the problems of prevention and treatment integration in China are analyzed. It shows that the function and scope of responsibilities of prevention and treatment integration are unclear, the working mode of prevention and treatment integration is independent and poorly communicated, the motivation and incentive of prevention and treatment integration are insufficient, and the personnel of prevention and treatment integration are in a shortage with lack of capacity. On the basis of the analysis of the causes, strategies and implementation paths for the integration of prevention and treatment are proposed. First, it is suggested to develop general medicine in secondary and higher medical institutions. Second, it is necessary to strengthen the responsibility of medical institutions for health education. Third, it is recommended to use county-level medical alliance as entry points, so that promote the integration of medicine and prevention within primary medical and health institutions. Finally, it is also important to cultivate composite talents for the integration of prevention and treatment, and bridge the rift between public health and clinical practice.
