摘要:: 三级公立医院绩效考核的初衷在于推进体系改革、落实分级诊疗政策，针对“国考”要求，医院需以指标、业务和资源为对象，采取精准剖析各专科病种、明确各专科发展方向、协同推进资源分配和奖惩体系等策略，变革内部管理体系。以“国考”为契机和抓手，量化专科业务并对其分类，明确门诊服务内涵，提升手术和介入治疗能力，建设专病中心，推动融合发展。在管理策略变革实践中，将“国考”与医院内部绩效管理融合是落脚点，转变医院管理评价策略是落实“国考”要求的前提，将“国考”要求和专科建设量化到具体的病种、落实到具体的项目是核心。

Abstract:: The purpose of the national examination is to promote hierarchical medical system. In view of the requirements of the national examination, hospitals should take indicators, business and resources as the objects, adopt strategies such as accurately analyzing the diseases of each specialty, clarifying the development direction of each specialty, jointly promoting the resource allocation and reward and punishment system, so as to reform the internal management system. Taking the national examination as an opportunity and a starting point, we will quantify and classify the specialized business, clarify the connotation of outpatient service, improve the ability of surgery and interventional treatment, build a specialized disease center, and promote the integrated development. In the practice of management strategy reform, the integration of national examination and hospital internal performance management is the foothold, and the transformation of hospital management evaluation strategy is the premise of implementing the requirements of national examination. To quantify the requirements of national examination and specialty construction to specific diseases and implement them to specific projects are the key points.
