摘要:
目的：分析广东省公共卫生财政支出效率及影响因素，并提出相应的建议。方法：运用三阶段DEA方法，对2010—2020年广东省各地市公共卫生财政支出效率进行评价，运用Tobit模型分析其影响因素。结果：广东省公共卫生财政支出效率均值为0.857，且呈现下降趋势；财政规模、财政收入分权对公共卫生财政支出效率有负向作用，财政负担率、健康保险密度和空气质量水平对公共卫生财政支出效率有正向作用，而财政支出分权、受教育程度对纯技术效率有显著的正向作用。结论：广东省公共卫生财政支出效率整体处于中上水平，但区域间差异较大，应提高财政资金管理水平、合理控制公共卫生财政支出规模、理顺省级政府和地方政府的财政资金分配关系，并增加疾病预防支出，发挥财政对卫生健康事业的兜底作用。
Abstract:
Objective To analyze the efficiency and influencing factors of fiscal expenditure of public health in Guangdong province, and to make suggestions for the management and improvement of public health financial funds. Methods The three-stage DEA method was used to measure the efficiency of fiscal expenditure of public health based on the panel data of various regions in Guangdong province from 2010 to 2020, and the influencing factors were analyzed by Tobit model. Results The average value of the efficiency of fiscal expenditure of public health in Guangdong province was 0.857, with a downward trend. The decentralization of government scale and government revenue had a negative effect on the efficiency of fiscal expenditure of public health. The fiscal burden rate, health insurance density and air quality level have a positive effect on the efficiency, while the decentralization of fiscal expenditure and education level have a significant positive effect on pure technical efficiency. Conclusion The overall efficiency of fiscal expenditure of public health in various regions in Guangdong province is at the middle and upper level, but there are large differences between regions. It is necessary to improve the level of government financial management, reasonably control the scale of public health expenditure, rationalize the relationship of fiscal fund allocation between provincial government and local governments, improve the government's expenditure on disease prevention, and play the most critical role in public health.
