摘要:
广东联盟中成药带量采购取得了显著成效，平均降价37.34%，但仍存在医疗机构报量环节缺乏监管、独家产品划分规则尚待细化、中选标准评价体系不够完善等问题。对此，提出应对策略：完善中成药中选评价机制、建立中成药原材料基地、落实跨区域协调与反馈机制、完善覆盖采购全过程的监管机制。
Abstract:
In Guangdong Alliance, the volume procurement of Chinese patent medicines has achieved remarkable results, with an average decrease of 37.34%. However, there are still problems such as lack of supervision on the volume reporting process of medical institutions, lack of fairness in the exclusive product division mechanism, and imperfect evaluation system for selection criteria. The paper puts forward countermeasures, including improving the selection and evaluation mechanism of Chinese patent medicines, establishing the raw material base of Chinese patent medicines, implementing the cross regional coordination and feedback mechanism, and improving the supervision mechanism covering the whole procurement process.
