目的：比较分析省级及地市层面的中成药集中带量采购政策，为完善相关政策提供参考。方法：收集2019—2022年省级及地市中成药集中带量采购政策文件，对各地政策进行比较分析。结果：全国共有8个省（含省级联盟）及地市开展了中成药集中带量采购，在采购品种、分组规则、评审规则、拟中选规则及中选价格调整等方面进行了积极探索。建议：以临床使用划分采购组，加快中成药标准化建设，完善中成药评审规则，探索完善独家品种竞争规则，保证中选企业持续稳定供应。
Abstract:
Objective To analyze the policy of centralized volume-based procurement of Chinese patent medicine at provincial and municipal level, so as to provide reference for improving relevant policies. Methods The policy documents of centralized volume-based procurement of Chinese patent medicine at provincial and municipal level from 2019 to 2022 were collected, and the policies in various regions were compared and analyzed. Results A total of 8 provinces (including provincial alliances) and cities nationwide have carried out centralized volume-based procurement of Chinese patent medicine. The reform has actively explored procurement varieties, grouping rules, evaluation rules, proposed selection rules, and adjustment of selection prices. Conclusion We should divide the procurement group based on clinical use, accelerate the standardization construction of Chinese patent medicine, improve the review rules of Chinese patent medicine, explore the competition rules of exclusive varieties, and ensure the continuous and stable supply of selected enterprises.
