摘要:
运用史密斯政策执行模型，从理想化政策、执行机构、目标群体、政策环境四个维度对药品集中带量采购政策执行情况进行分析。确保药品集中带量采购政策有效执行和接续发展，必须完善药品集中采购政策体系建设；提高执行机构履职能力和监管水平现代化；密切沟通协调，统筹目标群体利益；守正创新，营造良好的政策执行环境。
Abstract:
Using Smith policy implementation process model, this article analyzes the implementation of the policy of centralized volu-me-based procurement of drugs from four dimensions, including idealized policies, executing agencies, target groups and policy environment. In order to ensure the effective implementation and continuous development of the policy of centralized volume-based procurement of drugs, it is necessary to improve the policy system of centralized volume-based procurement of drugs, strengthen the performance ability of the executing agencies and modernize the level of supervision, closely communicate and coordinate the interests of target groups, uphold fundamental principles and break new ground to create a good environment for policy implementation.
