摘要:
乡村振兴背景下，我国欠发达地区构建公平互补的多层次医疗保障体系任重而道远，亟需建构四个层次的医疗保障体系——以基本医疗保险和大病保险为基础，以医疗救助和慈善救助为托底，增补具有卫生防疫和保健功能的预防层医疗保障，以及面向更高医疗保障需求的补充层医疗保障。在此基础上，完善多层次医疗保障体系的运行衔接机制，推动医疗保障事业高质量发展。
Abstract:
In the context of rural revitalization, it has a long way to go to establish a fair and complementary multi-level medical security system in underdeveloped areas in China. There is an urgent need to construct a four level medical security system, including basic medical insurance and serious illness insurance as the foundation, medical assistance and charitable assistance as the bottom line, preventive medical insurance with health prevention and health care functions as a supplement, and supplementary medical insurance for higher medical security needs. On this basis, it is necessary to improve the operation connection mechanism of the multi-level medical security system and promote high-quality development of medical security.
