摘要:
公立医院采购管理工作风险高、难度大，涉及运行管理的各个方面。A医院运用内部控制理论，设计并实践基于COSO框架的采购管理内部控制建设方案，梳理和分析医院采购各环节的风险点，明确各方职责，实行采购事前、事中、事后全流程风险控制，形成了不同部门的权力制衡和责任分担机制，有效降低了政策执行风险、工作实施风险和人员廉政风险，全面提升了医院采购管理水平，助力医院实现高质量发展。
Abstract:
The procurement management of public hospitals is high-risk and difficult, involving various aspects of operation management. Taking Hospital A as the research object, this article applies internal control theory to design and practice an internal control construction program for procurement management based on the COSO framework. It sorts out and analyzes the risk points of various stages of procurement in the hospital, clarifies the responsibilities of all parties, implements risk control throughout the procurement process including before, during, and after the procurement, and forms a mechanism for power balance and responsibility sharing among different departments, effectively reduces policy implementation risks, work implementation risks, and personnel integrity risks, comprehensively improves the level of procurement management, and helps the hospital achieve high-quality development.
