目的：分析安徽省紧密型县域医共体经济运行效率及其影响因素，为完善相关政策提供循证依据。方法：采用三阶段DEA模型，对安徽省59个紧密型县域医共体经济运行效率进行分析，运用Tobit回归方法进行影响因素分析。结果：2021年安徽省紧密型县域医共体经济运行的综合技术效率值为0.669，纯技术效率值为0.830，规模效率值为0.812；县域人均GDP、人口密度、陆地面积与运行效率呈负相关；县域内住院人次占比、全县医保基金支出、三四级手术台数与综合技术效率呈正相关。结论：安徽省紧密型县域医共体存在发展不平衡问题，需要基于县域医疗卫生资源，充分考虑县域人口、经济、地理环境、医疗服务水平等内外部因素，合理确定县域医共体建设规模，提高管理和技术水平，实现高质量发展。
Abstract:
Objective To quantitatively analyze the economic operation efficiency and its influencing factors of compact county-level medical communities in Anhui Province. Methods The three-stage DEA model was employed to calculate the economic operation efficiency of 59 compact county-level medical communities in Anhui Province in 2021, and the Tobit regression method was conducted to analyze the influencing factors. Results The average value of comprehensive technical efficiency of economic operation of compact county-level medical communities in Anhui Province in 2021 was 0.669, the average pure technical efficiency was 0.83, and the average scale efficiency was 0.812. Per capita GDP, population density, and land area of the county had a negative impact on the operation efficiency, and the proportion of inpatient cases within the county, the expenditure of the county medical insurance fund, and the number of level III and level IV surgeries were positively correlated with the comprehensive technical efficiency. Conclusion There is an imbalance in the development of compact county-level medical communities in Anhui Province, and it is necessary to be based on county health care resources, fully consider internal and external factors such as county population, economy, geographic environment, and level of medical services, reasonably determine the scale of construction of county-level medical communities, and improve the level of management and technology in order to realize high-quality development.
