摘要:
我国乳腺癌筛查政策执行困境包括：政策顶层设计不足，筛查责任缺乏合理划分，专业化、信息化能力不足，缺乏对筛查执行情况的评估，宣传和监督缺位等。对此，基于政策网络理论，提出乳腺癌筛查政策的优化策略和未来发展重点：政策社群总体指导，探索人群覆盖顶层设计；府际网络协同保障，因地制宜细化中央政策；生产者网络能力提升，保障筛查项目执行开展；专业网络发挥优势，搭建协作筛查专业桥梁；议题网络积极参与，提高人群筛查防治意识。
Abstract:
There are dilemmas in the implementation of breast cancer screening policy in China, including insufficient top-level policy design, lack of reasonable division of screening responsibilities, inadequate specialization and informatization capacity, lack of assessment of the implementation of screening, and lack of publicity and supervision. In this regard, from the perspective of policy networks, the optimization strategy and future development priorities of breast cancer screening policy are proposed, including providing overall guidance to the policy community and exploring the top-level design for population coverage, ensuring synergy within the inter-governmental network and refining central policy according to local conditions, enhancing the capacity of the producer network and ensuring the successful implementation of the screening program, taking the advantages of professional networks and establishing a professional framework for collaborative screening, and encouraging active participation from the issue network to raise awareness of screening and prevention among the population.
