摘要:
国家药品集中带量采购推动新型供求关系和竞争关系，促进药品按值论价；而小剂量、研发不足、基础薄弱的儿童药不符合集采主渠道的治理逻辑，导致儿童药中选较少，带来“劣币驱逐良币”风险，同时，儿童药研发存在同质化、边缘化风险，集采与儿童药发展需求导向错位。儿童用药保障应兼顾有药可用、药物可负担、发展适宜性儿童专用药的多重目标，包容其他价格机制与多元药品选择的存在，如推动儿童专用药单独分组竞争，完善儿童药定价机制，扩大集采儿童药选择范围，从而形成以需求为导向的儿童用药供应保障机制。
Abstract:
The national centralized volume-based procurement of drugs promotes the new relationship between supply and demand and competition relationship, and promotes the pricing by value of drugs. However, children's drugs with small dosage, insufficient research and development, and weak foundation, do not conform to the governance logic of the main channel of centralized volume-based procurement, resulting in fewer children's drugs being selected, which brings the risk of "bad money driving out good money". Moreover, the research and development of children's drugs has the risk of homogenization and marginalization, and centralized volume-based procurement and the demand-oriented development of children's drugs are misplaced. Children's drug guarantee should take into account the multiple goals of availability, affordability and development of suitable children's special drugs, including the existence of other price mechanisms and multiple drug choices, such as promoting the competition of children's special drugs in separate groups, improving the pricing mechanism of children's drugs, and expanding the selection range of children's drugs in centralized volume-based procurement. Thus, a demand-oriented supply guarantee mechanism for children's drugs can be established.
