摘要:
安徽省对康复类疾病患者实行按床日付费试点，详细规定了试点范围、床日段别划分、床日付费标准、医保基金结算、退出机制。试点一年多以来，康复医疗服务质量提升，康复费用不合理增长得以控制；但也存在试点病种较少、改革协同性较差等不足之处。对此，应加强康复医疗体系建设，科学制定床日标准，探索复合式医保支付，强化考核监管，从而实现康复医疗服务的健康可持续发展。
Abstract:
A pilot program of per-bed-day payment for patients with rehabilitation diseases has been implemented in Anhui Province, which specified in detail the scope of the pilot program, the division of bed days, bed day payment standards, medical insurance fund settlement, and exit mechanism. Since the pilot more than a year, the quality of rehabilitation medical services has improved, and the unreasonable growth of rehabilitation costs has been controlled. However, there are also shortcomings such as fewer types of pilot diseases and poorer synergy of the reform. It is necessary to strengthen the construction of the rehabilitation medical system, scientifically formulate bed day standards, explore composite medical insurance payments, and strengthen assessment and supervision, so as to achieve the healthy and sustainable development of rehabilitation medical services.
