厦门市探索实施竞争性公立医院财政补偿政策，补偿方向从基本补助逐步转向项目补助，投入模式由分配性转向竞争性。新政策是对有限财政资金的优化配置，能够有效引导公立医院聚焦高质量发展，但也带来了新挑战。对此，政府部门应不断探索和优化公立医院财政补偿政策，建立更加科学合理的财政资金投入与使用考核评价体系；公立医院要认真研判发展形势，积极应对，主动作为，实现高质量发展。

Xiamen has explored and implemented a competitive financial compensation policy for public hospitals, gradually shifting the compensation direction from basic subsidies to project subsidies, and support mode from distributive mode to competitive mode. The new policy is an optimized allocation of limited financial funds, which can effectively guide public hospitals to focus on high-quality development, but it also brings new challenges. In this regard, the government departments should continue to explore and optimize the financial compensation policy of public hospitals, and establish a more scientific and reasonable assessment and evaluation system for the input and use of financial funds. Public hospitals should seriously study the development situation, actively respond to the situation, and take the initiative, so as to achieve high-quality development.
