摘要:
当前，我国老年人长期照护体系发展面临政策碎片化、资源配置不均、社会支持体系薄弱、信息化水平不高等问题。整体性治理理论与老年人长期照护体系高质量发展目标相契合，因此，可从整体性治理视角构建老年人长期照护体系高质量发展的多元协作框架，包括顶层设计、制度保障、利益协调、信息共享四大协作机制，以及促进跨部门协作、深化多层次协作、推动多主体参与三条实现路径。
Abstract:
At present, the development of long-term care system for the elderly in China is facing the problems, such as policy fragmentation, unequal resource allocation, weak social support systems, and low informationization level. Therefore, from the perspective of holistic governance, a multi-stakeholder collaboration framework for the high-quality development of long-term care system for elderly is constructed, which includes four major collaborative mechanisms, namely, top-level design, institutional safeguard, interest coordination, and information sharing, as well as three paths of realization, namely, promotion of cross-departmental collaboration, deepening of multi-level collaboration, and promotion of participation of multiple subjects.
