摘要:
新医改以来，G省通过不断健全和完善城乡居民门诊统筹制度、实施城镇职工门诊共济改革、从省级层面规范统一慢特病门诊保障等举措，切实推进门诊医疗费用保障制度改革，但在改革进程中还存在一些现实问题。对此，从短期、中期、长期提出改革建议：短期，切实提高居民实际报销水平，针对特殊人群进行局部待遇调整；中期，瞄准经济风险，优化门诊待遇组合；长期，推动门诊和住院保障制度融合，强化医保和医疗部门协同，形成合力共同推进改革。
Abstract:
Since the implementation of the new healthcare reform, G Province has continuously improved and perfected the outpatient co-ordination system for urban and rural residents, implemented the reform of outpatient co-payment for urban employees, standardized and unified outpatient support for chronic and special diseases at the provincial level, and effectively promoted the reform of the outpatient medical expense security system. However, there are still some practical problems in the reform process. In this regard, reform proposals are put forward in the short, medium and long term. It is necessary to effectively improve the actual reimbursement level of residents and adjust local benefits for special groups in the short term, target the economic risks and optimize the combination of outpatient benefits in the medium term, and promote the integration of outpatient and inpatient security systems and strengthen the coordination between medical insurance and medical institutions in the long term, so as to form a synergy to promote the reform together.
