摘要:
目的：基于制度经济学与协同治理等理论，系统解构三明医改的制度重构逻辑、理论探索与实践创新。结果：三明医改通过重建共识性、规则性和组织性序参量，打破了“三医”的负向联动路径依赖，构建了正向协同且激励相容的制度体系，其经验蕴含深刻的制度互补性与演化逻辑。结论：推广三明医改经验对重塑我国医疗卫生服务体系、优化资源配置、转变服务模式将产生深远影响；在推广过程中，需构建多层次协同保障体系，遵循因地制宜、分类试点、动态评估与容错等原则。
Abstract:
Objective To deconstruct systematically the logic of institutional restructuring, theoretical exploration, and practical innovation of Sanming healthcare reform based on the theories of institutional economics and collaborative governance. Results By reconstructing consensus, rule-based and organizational "order parameters", Sanming healthcare reform broke the negative linkage path dependence of "three-medical" system, and established a positive collaborative and incentive-compatible institutional system. Its experience contained profound institutional complementarity and evolutionary logic. Conclusion The promotion of the Sanming healthcare reform experience will have a far-reaching impact on reshaping healthcare service system, optimizing resource allocation and transforming service model in China. In the process of promotion, it is necessary to build a multi-level collaborative guarantee system, and follow the principles of adapting the system to local conditions, classifying the pilot projects, and dynamically evaluating and tolerating mistakes.
