摘要:
“三医联动”与“三医协同”关系紧密又特性各异。在人民健康需求升级、人口老龄化加剧、疾病谱变化、公共卫生危机以及国家健康战略要求等驱动因素下，“三医联动”向“三医协同”转变具有重要现实意义。具体路径包括：从政策主导转向主体自主，从环节衔接转向系统功能协同，从行政协调为主转向利益共享与信息沟通驱动，从阶段性协同转向持续性协同，从局部协同转向全方位全流程协同。同时，要从理念革新、顶层设计、机制优化、技术赋能、精准施策、监督考核等方面推进“三医联动”向“三医协同”转变。
Abstract:
The relationship between "joint reform of medical service, drug industry and medical assurance" and "collaboration of medical service, drug industry and medical assurance" is close, but their characteristics are different. Under the driving factors of upgrading people's health demand, aging population, changes in disease spectrum, public health crisis, and requirements of national health strategy, it is of great practical significance to shift from "joint reform of medical service, drug industry and medical assurance" to "collaboration of medical service, drug industry and medical assurance". The specific paths includes shifting from policy-led to main body autonomy, shifting from link connection to system function collaboration, shifting from administrative coordination to benefit sharing and information communication, shifting from phase synergy to continuous synergy, and shifting from local synergy to all-around full-process synergy. At the same time, it is necessary to promote the transformation from "joint reform of medical service, drug industry and medical assurance" to "collaboration of medical service, drug industry and medical assurance in terms of conceptual innovation, top-level design, mechanism optimization, technological empowerment, precise policy implementation, supervision and assessment.
