目的：测算并比较各省（区、市）卫生筹资指数。方法：构建基于投入、过程、产出三个维度的卫生筹资指数分析框架和指标体系，对2022年各省（区、市）卫生筹资指数进行测算。结果：2022年各省（区、市）卫生筹资指数总体呈现东部地区和西部地区较高、中部地区相对较低的分布特征，得分较高的是上海、西藏、北京、浙江和海南；过程维度指标得分全国平均为79.46，投入维度为65.54，产出维度为68.63。结论：各省（区、市）卫生筹资水平、配置效率及公平性存在较大差距，部分省份筹资可持续性面临挑战，须构建多元卫生筹资机制、优化筹资结构、加大筹资风险保护力度，以保障卫生筹资的充足性、公平性和可持续性。
Abstract:
Objective To calculate and compare the health financing index in various provinces(autonomous regions and municipalities). Methods An analysis framework and indicator system for the health financing index was constructed based on three dimensions of input, process, and output, and the health financing index of each province(autonomous region and municipality) in 2022 were calculated. Results In 2022, the health financing index of each province(autonomous region and municipality) showed the distribution characteristics of higher in the eastern and western regions, and lower in the central regions, and the higher scores were in Shanghai, Xizang, Beijing, Zhejiang and Hainan. The national average score for process dimension indicators was 79.46, input dimension was 65.54, and output dimension was 68.63. Conclusion There are significant differences in the level, allocation efficiency, and fairness of health financing among provinces(autonomous regions and municipalities), and the sustainability of financing in some provinces is facing challenges. It is necessary to establish a diversified health financing mechanism, optimize the financing structure, and increase the protection of financing risks, so as to ensure the adequacy, fairness, and sustainability of health financing.
