摘要:
目的：构建中医医疗发展指数指标体系并进行实证研究，为促进中医药事业发展提供参考。方法：基于文献研究，形成指标池；采用德尔菲法，构建指标体系并确定权重。结果：中医医疗发展指数指标体系包括3个一级指标（投入、过程/结构、结果/产出），6个二级指标和12个三级指标；指数得分较高的省份集中在京津、川渝、江浙沪等地区，不同区域指数得分差距较大。结论：我国中医药事业发展省际差距较大，应从顶层设计、地方推动、中医医疗机构执行等方面着手，推进中医药事业健康发展。
Abstract:
Objective To construct an indicator system for medical development index of traditional Chinese medicine(TCM) and conduct empirical research, and to provide reference for promoting the development of TCM. Methods Based on literature review, an indicator pool was formed. The Delphi method was adopted to construct the indicator system and determine weights. Results The medical development index system of TCM comprised 3 primary indicators(input, process/structure, and outcome/output), 6 secondary indicators, and 12 tertiary indicators. Provinces with higher index scores were concentrated in Beijing-Tianjin, Sichuan-Chongqing, and Jiangsu-Zhejiang-Shanghai regions, with significant regional disparities in scores. Conclusion The development of TCM medical industry is unbalanced and there are large inter-provincial differences. Efforts should focus on top-level design, local promotion, and implementation by TCM institutions to advance the healthy development of TCM.
