目的:构建公立医院运营效率评价体系,为实现公立医院高质量发展助力。方法:采用专家咨询和层次分析法,构建公立医院运营效率评价体系并赋权。结果:构建包括3个一级指标、11个二级指标、43个三级指标的公立医院效率评价体系;基于案例医院数据进行实证研究,根据指标得分对专科发展进行“学科画像”分析,包括重要价值学科、重要战略学科、一般价值学科、一般发展学科等。结论:公立医院运营管理实践日益丰富,但也面临新的调整,应从机制完善、分类施策、数字赋能、人才培育、激励相容等五大维度出发,动态完善运营管理效率评价体系。
Abstract:
Objective To construct an operational efficiency evaluation system for public hospitals, and to assist in achieving high-quality development of public hospitals. Methods Expert consultation and the analytic hierarchy process were used to construct an operational efficiency evaluation system for public hospitals and assign weights. Results An efficiency evaluation system for public hospitals was constructed, including three first-level indicators, 11 second-level indicators, and 43 third-level indicators. Using data from a case hospital, an empirical study was conducted, and "disciplinary portrait" analysis of specialty development was performed based on indicator scores, including key value disciplines, key strategic disciplines, general value disciplines, and general development disciplines. Conclusion The operational management practices of public hospitals are becoming increasingly diverse, but they are also facing new adjustments. It is necessary to dynamically improve the operational management efficiency evaluation system from five dimensions of mechanism improvement, classified policy implementation, digital empowerment, talent cultivation, and incentive-compatibility.
