目的：基于整体智治理论，探讨我国数字化赋能“三医”协同发展和治理的运行逻辑和实现路径。方法：构建“结构—过程—功能”分析框架，基于南京“医保高铁”案例进行分析与讨论。结果：南京“医保高铁”通过全方面透明监管，建立多主体协同结构，实现了结构重塑；通过数字技术赋能，构建高效互联互通机制，实现了过程优化；通过平台迭代创新，优化资源利用与监督，实现了功能完善。结论：整体智治视角下，应明确主体权责关系、强化多元主体共治、深入挖掘数据价值，从而推动数字化赋能“三医”协同发展和治理迈向更高阶段。
Abstract:
Objective To explore the operational logic and implementation pathways of digital empowerment for the coordinated development and governance of medical services, medical security and pharmaceutical industry in China based on holistic smart governance theory. Methods A "structure-process-function" analytical framework was constructed and applied to analyze the case of Nanjing’s "Medical Insurance High-Speed Railway". Results Nanjing’s "Medical Insurance High-Speed Railway" achieved structural reshaping through comprehensive transparent supervision and multi-stakeholder coordination, realized process optimization by empowering with digital technologies to form an efficient interconnected mechanism, and completed functional improvement through platform iterative innovation to optimize resource utilization and supervision. Conclusion From the perspective of holistic intelligent governance, it is necessary to clarify the rights and responsibilities of stakeholders, strengthen multi-stakeholder co-governance, and deeply explore data value, so as to propel digital empowerment of the coordinated development and governance of medical services, medical security and pharmaceutical industry toward a higher stage.
