目的：评价我国县域医共体发展水平，探寻区域差异化发展路径。方法：从资源配置高效、结构效益优化、服务能力提升、数智应用充分、社会效益优良五个维度构建指标评价体系，综合运用熵权-TOPSIS法与耦合协调模型，评价2017—2022年31个省（区、市）县域医共体发展水平。结果：我国县域医共体发展整体处于中等水平，地域差异显著，呈“东高西低”发展格局；耦合协调度显示，东部地区耦合协同度良好，中部地区濒临失调，东北与西部地区严重失调。结论：实施区域差异化发展策略，因地制宜推进县域医共体发展；强化多维度系统耦合，全面提升县域医共体服务与管理效能；构建数据驱动的跨部门协同治理体系，提升县域医共体政策适应性。
Abstract:
Objective To evaluate the development level of county-level medical communities in China and explore regionally differentiated development paths. Methods An indicator evaluation system was constructed from five dimensions: efficient resource allocation, optimized structural benefits, enhanced service capacity, adequate digital application, and favorable social benefits. The entropy weight-TOPSIS method and coupling coordination degree model were comprehensively applied to evaluate the development level of county-level medical communities in 31 provinces from 2017 to 2022. Results The overall development level of county-level medical communities in China was found to be at a medium level, with significant regional disparities, presenting a development pattern of "high in the east, low in the west." The coupling coordination degree analysis showed that the eastern region exhibited good coupling coordination, the central region was on the verge of imbalance, while the northeastern and western regions showed severe imbalance. Conclusion It is recommended to implement regionally differentiated development strategies, promote the development of county-level medical communities, strengthen multi-dimensional system coupling to comprehensively enhance the service and management efficiency of county-level medical communities, and establish a data-driven cross-sector collaborative governance system to improve the policy adaptability of county-level medical communities.
