目的：分析公立医院手术科室运行效率，为推动公立医院高质量发展提供参考。方法：运用数据包络分析法，以案例医院17个手术科室为决策单元，对2021—2024年投入与产出情况进行分析。结果：2021—2024年，案例医院17个手术科室的运行效率整体呈上升趋势，技术效率进步带动了全要素生产率的增长，但规模报酬递减的科室数量逐年增加。结论：公立医院手术科室运营效率还有提升空间，要重视对科室的技术投入，在规模报酬递减的情况下，精准识别投入冗余，增加对关键要素的投入，以促进科室优化投入与产出，从而实现高质量发展。
Abstract:
Objective To analyze the operational efficiency of surgical departments in public hospitals and provide references for promoting high-quality development of public hospitals. Methods Data envelopment analysis(DEA) was used, with 17 surgical departments of a case hospital as decision-making units. Input and output data from 2021 to 2024 were analyzed. Results From 2021 to 2024, the overall operational efficiency of the 17 surgical departments showed an upward trend. Technological efficiency progress drove the growth of total factor productivity, while the number of departments with diminishing returns to scale increased year by year. Conclusion There is still room for improvement in the operational efficiency of surgical departments in public hospitals. Attention should be paid to technological investment in departments. Under conditions of diminishing returns to scale, it is necessary to accurately identify input redundancies while simultaneously increasing investment in key elements, thereby facilitating the optimization of departmental inputs and outputs and achieving high-quality development.
