目的：在“健康中国”战略背景下，分析山东省民营医院运营效率及其影响因素，对推动民营医院高质量发展提出政策建议。方法：融合MinDS模型和Malmquist指数，对山东省民营医院运营效率进行测度，使用Tobit回归模型识别关键影响因素。结果：2019—2023年，山东省民营医院运营效率稳步提升，但地市差异明显；技术进步（TC）正在取代单纯的效率改进（EC），成为民营医院发展的主要驱动力；人民生活水平和公立医院资源配置对民营医院运营效率具有显著正向影响，人口规模和城镇化率则表现出一定的抑制效应。结论：为推动山东省民营医院高质量发展，应实施省域内协同发展战略，强化技术创新驱动，引导差异化、品质化发展；同时，优化政策环境，深化公私协同，破除民营医院发展的制度性约束，释放资源配置效能，实现“健康中国”战略目标。
Abstract:
Objective To analyze the operational efficiency of private hospitals in Shandong Province and its influencing factors under the background of the "Healthy China" strategy, providing policy recommendations for promoting high-quality development of private hospitals. Methods The MinDS model and Malmquist index were integrated to measure the operational efficiency of private hospitals in Shandong Province, and the Tobit regression model was used to identify key influencing factors. Results From 2019 to 2023, the operational efficiency of private hospitals in Shandong Province showed a steady improvement, but with significant regional disparities. Technological change(TC) was replacing efficiency change(EC) as the main driving force for the development of private hospitals. The standard of living of the population and resource allocation of public hospitals had a significant positive impact on the operational efficiency of private hospitals, while population size and urbanization rate showed certain inhibitory effects. Conclusion To promote the high-quality development of private hospitals in Shandong Province, it is necessary to implement a coordinated development strategy within the province, strengthen technological innovation-driven development, and guide differentiated and quality-oriented development. At the same time, the policy environment should be optimized, public-private collaboration should be deepened, institutional constraints on the development of private hospitals should be removed, and resource allocation efficiency should be unleashed to achieve the strategic goals of "Healthy China".
