摘要:
在高质量发展背景下，如何通过管理手段和工作模式的创新，实现医院资产的合理配置和有效利用，是公立医院资产管理面临的一大难题。对此，基于价值链理论，围绕医院资产的“规划—采购—安装—运维—处置—绩效”全生命周期管理路径，构建公立医院资产管理风险评估指标体系，形成风险评估理论框架；以某三级医院大型医疗设备管理为实证场景，通过“风险诊断—内控测试—闭环优化”路径验证风险评估指标体系有效性，理顺医院资产风险评估、内部控制评价、管理优化的协同路径，推动公立医院资产管理范式从被动合规向主动价值创造转型，为公立医院实现精细化管理提供参考。
Abstract:
In the context of high-quality development for public hospitals, how to achieve rational allocation and effective utilization of hospital assets through innovative management approaches and working models has become a major challenge for asset management in public hospitals. Based on value chain theory, this study constructed a risk assessment indicator system and establishes a theoretical framework for asset management risk evaluation in public hospitals by centering on the full life-cycle management pathway of hospital assets: "planning-procurement-installation-operation and maintenance-disposal- performance". Taking the management of large-scale medical equipment in a tertiary hospital as an empirical scenario, the effectiveness of the risk assessment indicator system was validated through a pathway of "risk diagnosis-internal control testing-closed-loop optimization", clarifying the synergistic implementation route for asset risk assessment, internal control evaluation, and management optimization. This approach helped shift the paradigm of asset management in public hospitals from passive compliance to proactive value creation, providing a reference for refined management in public hospitals.
