目的:基于价值链理论,构建以价值医疗为核心,覆盖上游、内部、下游全价值链的医共体战略绩效考核体系。方法:结合平衡计分卡分析,构建指标体系并进行实证分析。结果:构建包含6个一级维度、14个二级分类、20个三级指标的医共体战略绩效考核体系,一级维度中内部流程权重最高,三级指标中双向转诊下转率、全专联合门诊服务量达标率、基层慢病规范管理率等增值环节的指标权重较高;高绩效院区的增值环节优势显著。结论:基于价值链的战略绩效考核体系能够有效分解战略目标,通过“增值强化、冗余削减”,推动医共体资源下沉和服务同质化,高度适配基层实际场景,契合以患者为中心的价值医疗导向,能够促进医共体实现高质量发展。
Abstract:
Objective To construct a strategic performance evaluation system for medical communities based on value chain theory, with value-based healthcare as the core, covering the entire value chain of upstream, internal, and downstream activities. Methods The balanced scorecard analysis were integrated to construct an indicator system, and an empirical analysis was conducted. Results A strategic performance evaluation system was constructed, consisting of 6 first-level dimensions, 14 second-level categories, and 20 third-level indicators. Among the first-level dimensions, the internal process dimension had the highest weight. Among the third-level indicators, value-added links such as the downward referral rate of two-way referral, the compliance rate of general-specialist joint clinic services, and the standardized management rate of chronic diseases at the primary level had relatively high weights. High-performing hospital areas showed significant advantages in value-added links. Conclusion The value chain-based strategic performance evaluation system effectively decomposes strategic objectives. By enhancing value-added activities and cutting redundant costs, the strategic performance evaluation system promotes the downward allocation of resources and service homogenization in medical communities, is highly adaptable to grassroots practical scenarios, aligns with the patient-centered value-based healthcare orientation, and facilitates the high-quality development of medical communities.
