摘要:

目的：探讨手术机器人国产替代的实现路径。方法：基于“政策—企业—医院”三维分析框架，运用多案例分析，系统解析手术机器人国产替代的实现路径。结果：政策、企业与医院构成了“驱动—创新—应用”双向反馈、协同演进的有机整体，共同推动手术机器人国产替代由政策引导迈向市场主导，最终实现在临床中的安全应用；然而，当前手术机器人国产替代存在技术信任和临床证据、医保支付、医院采购、企业研发投入等方面的阻碍。结论：实现手术机器人的国产替代，政策层面应构建全链条政策协同体系，强化联动支持；企业层面，应重视差异化技术攻关，选择适合的发展路径；医院层面，应突破采购路径依赖与学术偏见，创新与企业合作模式，推动国产手术机器人的成熟与落地。

Abstract:

Objective To explore the realization path of domestic substitution of surgical robots. Methods Based on the "policy-enterprise-hospital" three-dimensional analytical framework, multiple-case analysis was used to systematically deconstruct the realization path of domestic substitution of surgical robots. Results Policy, enterprises, and hospitals constituted an organic whole with two-way feedback and coordinated evolution of "driving-innovation-application," jointly promoting the domestic substitution of surgical robots from policy guidance to market dominance, ultimately achieving safe clinical application. However, current obstacles to domestic substitution included challenges in technological trust and clinical evidence, medical insurance payment, hospital procurement, and enterprise R&D investment. Conclusion To achieve domestic substitution of surgical robots, at the policy level, a full-chain policy coordination system should be established to strengthen linkage support; at the enterprise level, differentiated technological breakthroughs should be pursued with appropriate development pathways; at the hospital level, procurement path dependency and academic bias should be overcome, and innovative cooperation models with enterprises should be explored to promote the maturity and clinical implementation of domestically produced surgical robots.
