摘要:
我国县域医共体智慧共享中药房的政策发展脉络呈现由能力建设向资源整合的演进路径。A市通过构建“资源整合—流程再造—质量控制—激励相容—价值平衡”五位一体治理机制，显著提升县域中医药服务能力、效率与同质化水平，降低基层运行成本。目前，我国县域医共体智慧共享中药房建设仍面临政策支持体系有待完善、投入机制单一、数智技术应用有待深化、中医药特色可能弱化等挑战，应加快制度标准建设、建立多元化投入机制、夯实数智底座、强化临床赋能、巩固和发扬中医药特色优势，进而实现高效、可持续发展。
Abstract:
The policy development trajectory of smart shared Chinese herbal pharmacies in China's county medical communities shows an evolutionary path from capacity building to resource integration. City A has established a five-in-one governance mechanism encompassing resource integration, process reengineering, quality control, incentive compatibility, and value balance, significantly improving the capacity, efficiency, and homogeneity of county-level traditional Chinese medicine(TCM) services while reducing grassroots operational costs. However, the construction of smart shared Chinese herbal pharmacies still faces challenges including an incomplete policy support system, a single investment mechanism, insufficient depth of digital technology application, and the potential weakening of TCM characteristics. It is recommended to accelerate the development of institutional standards, establish diversified investment mechanisms, strengthen the digital foundation, enhance clinical empowerment, and consolidate and promote the distinctive advantages of TCM, thereby achieving efficient and sustainable development.
