目的：构建三级公立中医医院高质量发展指数（HQDI-Ⅲ）指标体系，并进行实证分析。方法：基于三级公立中医医院功能定位，构建涵盖医疗服务能力、运营管理能力、传承创新能力3个维度51项指标的HQDI-Ⅲ指标体系；采用熵权TOPSIS法计算全国三级公立中医医院HQDI-Ⅲ得分，并进行分析。结果：一级指标中，传承创新能力权重最高（43.199%）；二级指标中，科技创新（权重25.920%）、中医药特色服务（权重13.390%）为引领指标；三级指标中，权重较大的有中医药科研成果转化占医院收入比例（9.916%）、每百名卫生技术人员中医药科研成果转化金额（8.307%）、电子病历应用功能水平分级（7.618%）及住院中医临床路径覆盖率（7.306%）；全国三级公立中医医院HQDI-Ⅲ平均得分为0.375，变异系数0.329，不同区域、行政管理层级与类别的三级公立中医医院，其HQDI-Ⅲ得分存在差异。结论：传承创新与中医药特色服务是三级公立中医医院高质量发展的关键驱动力，应通过强化区域协同、推动资源下沉、突出特色创新、实施分类指导等策略，促进中医药服务体系向高质量、均衡化方向发展。
Abstract:
Objective To construct the High-Quality Development Index(HQDI-Ⅲ) indicator system for tertiary public traditional Chinese medicine(TCM) hospitals and conduct an empirical analysis. Methods Based on the functional positioning of tertiary public TCM hospitals, the HQDI-Ⅲ indicator system was constructed, covering 51 indicators across three dimensions: medical service capacity, operational management capacity, and inheritance and innovation capacity. The entropy weight-TOPSIS method was used to calculate the HQDI-Ⅲ scores of tertiary public TCM hospitals nationwide and to perform analysis. Results Among the first-level indicators, inheritance and innovation capacity (43.199%) had the highest weight. Among the second-level indicators, scientific and technological innovation (25.920%) and TCM characteristic services(13.390%) were the leading indicators. Among the third-level indicators, the proportion of TCM research achievement transformation in hospital revenue(9.916%), the amount of TCM research achievement transformation per 100 health technicians (8.307%), the electronic medical record application functional level grading(7.618%), and the inpatient TCM clinical pathway coverage rate(7.306%) showed the greatest weight dispersion. The average HQDI-Ⅲ score of tertiary public TCM hospitals nationwide was 0.375, with a coefficient of variation of 0.329. Differences in HQDI-Ⅲ scores existed across regions, administrative levels, and categories of tertiary public TCM hospitals. Conclusion Inheritance and innovation and TCM characteristic services are the key driving forces for the high-quality development of tertiary public TCM hospitals. Strategies such as strengthening regional coordination, promoting resource decentralization, highlighting characteristic innovation, and implementing categorized guidance should be adopted to promote the development of the TCM service system toward high quality and balance.
