目的：构建二级公立中医医院高质量发展指数（HQDI-Ⅱ）指标体系，并进行实证分析。方法：基于二级公立中医医院功能定位，构建涵盖医疗服务能力、运营管理能力、传承创新能力3个维度45项指标的HQDI-Ⅱ指标体系；采用熵权TOPSIS法计算全国二级公立中医医院HQDI-Ⅱ得分，并进行分析。结果：一级指标中，传承创新能力权重最高（38.513%）；二级指标中，科技创新（权重22.756%）、中医药特色服务（权重19.569%）为核心指标；三级指标中，权重较大的是开展的目录外中医医疗技术项目数（10.754%）、医疗机构中药制剂处方比例（10.560%）；全国二级公立中医医院HQDI-Ⅱ得分范围为0.215~0.667，均值为0.381（变异系数0.310），不同地区、行政管理层级与类别的二级公立中医医院，其HQDL-Ⅱ得分存在差异。结论：传承创新能力与特色化发展是推动二级公立中医医院高质量发展的关键；可利用HQDI-Ⅱ开展动态监测，为明确公立中医院功能定位、优化资源配置、促进均衡发展提供量化依据。
Abstract:
Objective To construct a high-quality development index(HQDI-Ⅱ) indicator system for secondary public traditional Chinese medicine (TCM) hospitals and conduct an empirical analysis. Methods Based on the functional positioning of secondary public TCM hospitals, an HQDI-Ⅱ indicator system was constructed, covering 45 indicators across three dimensions: medical service capacity, operational management capacity, and inheritance and innovation capacity. The entropy weight-TOPSIS method was used to calculate the HQDI-Ⅱ scores of secondary public TCM hospitals nationwide and to perform analysis. Results Among the first-level indicators, inheritance and innovation capacity had the highest weight(38.513%). Among the second-level indicators, technological innovation(22.756%) and TCM characteristic services(19.569%) were core indicators. Among the third-level indicators, the number of TCM medical technology projects outside the catalog(10.754%) and the proportion of TCM preparation prescriptions in medical institutions(10.560%) had relatively high weights. The HQDI-Ⅱ scores of secondary public TCM hospitals nationwide ranged from 0.215 to 0.667, with a mean of 0.381(coefficient of variation 0.310). Differences in HQDI-Ⅱ scores were observed across regions, administrative levels, and categories of secondary public TCM hospitals. Conclusion Inheritance and innovation capacity and characteristic development are key to promoting the high-quality development of secondary public TCM hospitals. The HQDI-Ⅱ can be used for dynamic monitoring, providing a quantitative basis for clarifying the functional positioning of public TCM hospitals, optimizing resource allocation, and promoting balanced development.
