摘要:
目前，数智技术已深度融入中医药临床、产业、科研及监管等传承创新发展各环节，助力中药材种植、加工、流通全链条实现精准质控与溯源管理，在中医“四诊”数字化、诊疗决策辅助、健康管理等应用场景推动中医诊疗从经验型向循证型转变。然而快速发展的背后，中医药数智化治理面临法治规范滞后、多元主体协作不强、核心安全技术薄弱及隐私数据泄露风险等问题，亟须构建涵盖立法、规章、标准的多层级法治规范体系，优化覆盖数据全生命周期的安全防护路径，探索规范与技术双向赋能的协同机制，为中医药数智化、规范化、可持续发展提供法治遵循与安全支撑。
Abstract:
At present, digital and intelligent technologies have been deeply integrated into all aspects of the inheritance and innovative development of Traditional Chinese Medicine(TCM), encompassing healthcare, industry, research, and regulatory. These advancements enable precise quality control and traceability management throughout the entire value chain of TCM herb cultivation, processing, and distribution. In application scenarios such as the digitization of TCM diagnostic methods, clinical decision support, and extended health management, these technologies also facilitate the transformation of TCM diagnosis and treatment from an experience-based to an evidence-based approach. However, along with this rapid development, the digital and intelligent governance of TCM faces challenges such as lagging legal frameworks, weak collaboration among diverse stakeholders, vulnerabilities in core security technologies, and risks of privacy data breaches. There is an urgent need to establish a multi-tiered legal framework encompassing legislation, regulations, and standards; optimize security protection measures covering the entire data lifecycle; and explore collaborative mechanisms where regulations and technology mutually reinforce one another. These efforts will provide legal compliance and security support for the digitalization, standardization, and sustainable development of TCM.
