摘要:
在资本全球化背景下，医疗商品化将健康异化为资本增殖的手段，费用上涨与健康不平等随之加剧。三明医改通过制度重构、价值变革和分配优化，把人民健康需求重新界定为医疗服务的“使用价值”；通过强化政府责任、医疗资源去商品化和重构利益格局，保障公立医院的公益性；通过促进健康公平、保障公益性和创新改革方法论，回应“计划回潮”“抑制创新”“地方特殊性”等质疑。三明医改经验提供了健康治理的中国式路径：在党的领导下，通过制度创新释放社会主义优越性，最终实现“百姓可接受、财政可承担、基金可持续、医院能发展”。
Abstract:
In the context of capital globalization, the commodification of healthcare has transformed health into a means of capital accumulation, leading to rising costs and worsening health inequalities. Through institutional restructuring, value transformation, and distribution optimization, the Sanming healthcare reform has redefined "health demands" as the core use value of healthcare services. By strengthening government responsibility, decommodifying medical resources, and restructuring the distribution of interests, the public welfare nature of public hospitals is ensured. By promoting health equity, ensuring public welfare, and innovating reform methodologies, the criticisms such as "Resurgence of planned economy", "Inhibition of innovation", "Local particularity" are addressed. The Sanming experience offers a Chinese approach to health governance. Under the leadership of the Party, institutional innovation unleashes the superiority of socialism, ultimately achieving "acceptability among the public, affordability for the government, sustainability of the fund, and development of hospitals".
