摘要:

当前低收入人群慢性病与大病患病率整体处在较高水平，重度残疾发生率呈上升趋势，同时在地区、年龄、性别等维度存在差异分布。致病因素多元化、经济社会资源匮乏、康复服务缺位等因素严重阻碍了低收入人群健康状况的改善。未来应在改革医疗保障筹资机制的基础上，推进基本公共卫生服务均等化建设，完善残疾人康复体系，将“健康管理”纳入实践领域，进一步推动医疗救助体系的健全与发展。

Abstract:

The current prevalence of chronic diseases and major diseases in low-income populations is generally at a high level, and the incidence of severe disability is on the rise. These prevalence differentiate in region, age, gender and other dimensions. The diversification of pathogenic factors and lack of economic and social resources and rehabilitation services and other factors have seriously hindered the improvement of the health status of low-income people. In the future, on the basis of reforming the medical insurance financing mechanism, we should promote the equalization of basic public health services, improve the rehabilitation system for disabled people, and incorporate“health management”into practice areas to further promote the soundness and development of the medical assistance system.
