摘要:
简要阐述了整合卫生服务的内涵，明确了其总体架构。通过现场调研及二手资料收集，分析、总结了浙江德清等典型试点地区的实践探索，提炼出4个关键举措——政府部门统筹合作机制、医疗卫生机构分工协作机制、医保支付激励约束机制、绩效考核目标导向机制。对照整合的最终目标，提出了从中观、微观层面进一步完善整合卫生服务体系的政策建议。
Abstract:
The connotation of integrated health services is briefly described and its overall structure is clarified. Through on-the-spot investigation and second-hand data collection，the paper analyzed and summarized the practical exploration of typical pilot areas such as Zhejiang Deqing， and extracts four key measures：government department coordination cooperation mechanism， medical and health institution division of labor cooperation mechanism，medical insurance payment incentive mechanism，performance assessment target-oriented mechanism. Based on the final goal of integration，the policy recommendations for further improving the integrated health service system from the meso and micro levels were proposed.
