摘要:
当前，我国按项目付费仍将持续存在，探索优化按医疗服务项目支付机制，是支撑战略购买和价值医疗转变的重要路径。本文系统归纳了全球在医疗服务项目框架下的优化策略和进展，总结了我国按项目付费存在的问题，并提出政策建议：增设医疗服务协调支付费用、探索医疗服务项目投入与产出关联机制、试点临床路径及指南与医疗服务项目支付相结合。
Abstract:
At present，China's project-based payment will continue to exist. Exploring and optimizing the payment mechanism based on medical service projects is an important path to support the strategic purchase and value-based medical care transformation. This paper systematically summarizes the optimization strategies and progress in the global medical service project framework，summarizes the problems of China's project-based payment，and proposes policy recommendations: adding medical services to coordinate payment，exploring medical service project input and output linkage mechanism，pilot combined clinical pathways and guidelines for medical services.
