摘要:
目的：分析天津市基层医疗卫生机构服务现状。方法：以天津市2017年经常性卫生费用核算结果为基础，分析基层医疗卫生机构医疗费用概况、筹资结构、功能流向和受益人群。结果：2017年天津市基层医疗卫生机构经常性卫生费用为71.50亿元，占全市经常性卫生费用的9.83%；其中，治疗服务费用占78.33%，主要依靠社会基本医疗保险方案进行补偿；预防服务费用占21.67%，主要依靠政府方案进行补偿。结论：政府落实投入责任，群众基层就医负担大幅减轻；但基层医疗卫生机构基本医疗服务能力和公共卫生服务成效仍需进一步提高。
Abstract:
Objective To analyze the current status of service in primary health care institutions in Tianjin. Methods Based on the results of Tianjin's 2017 regular health expenditure calculation， the paper analyzes the medical expenses， fundraising structure， functional flow and beneficiaries of primary health care institutions. Results In 2017， the regular health expenditure of Tianjin primary health care institutions was 7.15 billion yuan， accounting for 9.83% of the city's recurrent health expenses； among them， the cost of treatment services accounted for 78.33%， mainly relying on social basic medical insurance schemes for compensation； prevention service expenses accounted for 21.67%， mainly relying on government programs for compensation. Conclusion The government has implemented the responsibility for input， and the burden of medical care for the grassroots has been greatly reduced. However， the basic medical service capacity and the effectiveness of public health services in primary health care institutions still need to be further improved.
