摘要:
以“健康中国”建设的目的与基本特征为基础，充分借鉴国外内相关领域战略规划监测评估经验，初步建立了“健康中国”监测评估逻辑模型。在此基础上，以《“健康中国2030”规划纲要》为统领，遴选形成了包含健康水平、健康生活、健康服务、健康保障、健康环境、健康产业6个维度170个具体指标的“健康中国”建设监测评估指标体系。通过开展2018年度“健康中国”建设进展监测评估工作，以期全面客观反映当前“健康中国”建设成效和问题，为推动“健康中国”建设提供科学依据和决策参考。
Abstract:
Based on the purpose and basic characteristics of the construction of “Healthy China”and fully drawing on the experience of monitoring and evaluation of strategic planning in relevant fields at home and abroad，a logical model for monitoring and evaluation of “Healthy China” was initially established. Based on this，the “Healthy China 2030” Plan Outline was used as the guide，and a “Healthy China” with 170 specific indicators including 6 dimensions of health level，healthy life，health services，health protection，healthy environment，and health industry was selected and formed. Through the monitoring and evaluation of the progress of the construction of “Healthy China”in 2018，with a view to comprehensively and objectively reflecting the effectiveness and problems of the current “Healthy China” construction，this paper provide scientific basis and decision-making reference for the promotion of “Healthy China” construction.
