摘要:
当前，我国远程医疗服务体系建设仍处于统筹发展阶段，各项政策落实尚不完善。基于变革理论，本文分析了我国远程医疗服务体系建设所处的宏观背景和当前存在的问题，从专网建设、人才培养、基础设施、平台建设、激励约束等方面，提出远程医疗服务体系的短期、中期、长期建设目标，针对资源供应、服务供给、规制监管等具体要求，提出“提头、强体、振两翼”的战略布局，以期健全远程医疗服务体系，优化医疗资源分配，使患者享受到更为便捷的就医服务。
Abstract:
At present,the construction of telemedicine service system in China is still in the stage of overall development,and the implementation of various policies is not perfect. Based on the theory of change,this paper analyzes the macro background and existing problems in the construction of telemedicine service system in China and puts forward the short-term,medium-term and long-term construction goals of telemedicine service system from the aspects of special network construction, talent cultivation,infrastructure,platform construction,incentive and restraint and so on.Aiming at the specific requirements of resource supply,service supply,regulation and supervision,the strategic layout of " head up,strengthening the body and shaking the two wings"is put forward in order to improve the telemedicine service system,optimize the allocation of medical resources, and make patients enjoy more convenient medical services.
