摘要:
目的:测度浙江省优质卫生人力资源均衡性及变化趋势,为促进优质卫生人力资源合理布局提供参考。方法:对浙江省各县(市、区)千人优质卫生人力数进行描述性统计,采用泰尔指数测度优质卫生人力资源非均衡情况。结果:2017—2021年,浙江省千人优质卫生人力数不断增加,并呈现出数值高的地区增速放缓、数值低的地区增速加快的趋势;同时,泰尔指数总体呈下降趋势,不同地级市的泰尔指数差距较大。结论:浙江省应立足省情,定向委培本科学历及以上优质卫生人才;推动主城区医疗资源疏解,支持省级医院开设分院;优化高层次卫生人才“引留培”机制。
Abstract:
Objective To measure the balance and its changing trend of high-quality health human resources in Zhejiang Province, and to provide references for promoting the rational distribution of high-quality health human resources. Methods Descriptive statistics were made on the number of high-quality health human resources (per 1 000 inhabitants) in counties of Zhejiang Province. Theil index was used to measure the imbalance of high-quality health human resources. Results The number of high-quality health human resources(per 1 000 inhabitants) in Zhejiang Province increased continuously from 2017 to 2021, and the growth rate slowed down in areas with high values and accelerated in areas with low values. At the same time, Theil index showed a downward trend in general, and there was a significant difference in the Theil index among different prefecture-level cities. Conclusion The government should promote targeted training of high-quality health talents with bachelor degree or above based on the situation of the province, promote the relief of medical resources in the main cities and support provincial hospitals to open branches, and optimize the mechanism of " introducing, retaining and cultivating" for high-level health talents.
