摘要:
“十五五”时期在基本实现社会主义现代化进程中具有承前启后的重要地位。在制定卫生健康发展“十五五”规划时，必须将保障人民健康放在优先发展的战略位置，从全健康的角度出发，全面推进健康中国建设，着力解决卫生健康发展的深层次矛盾和问题。文章回顾了“十四五”期间我国卫生健康事业取得的伟大成就，从10个方面对卫生健康发展“十五五”规划进行重点解析，包括：强化公共卫生能力、深化公立医院改革、实施医疗卫生强基工程、发展防治康管全链条服务、促进人口高质量发展、加强医疗卫生队伍建设、健全社会保障体系、支持创新药和医疗器械发展、推进中医药传承创新、“三医”协同发展和治理。通过科学制定和有效实施卫生健康发展“十五五”规划，我国卫生健康事业必将迈上新的台阶，为2035年实现建成健康中国目标奠定坚实基础。
Abstract:
The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China deliberated and adopted the "Proposals of the CPC Central Committee on Formulating the 15th Five-Year Plan for National Economic and Social Development". The 15th Five-Year Plan period holds pivotal significance in advancing the process of socialist modernization in China. When formulating the 15th Five-Year Plan for health and wellness development, it is imperative to prioritize the protection of people's health in development strategy. From a holistic and whole health perspective, it is necessary to fully promote the construction of a Healthy China and focus on addressing the mechanisms and institutional issues in the development of health care. The article first reviews the reform achievements made during the 14th Five-Year Plan period and then conducts a comprehensive analysis from ten aspects, including public health services, public hospital reform, strengthening primary healthcare, realizing a full-chain service of prevention, treatment, rehabilitation, and health management, improving health literacy, promoting population development, developing healthcare personnel, establishing a multi-layer medical security system, supporting innovative drugs and medical devices, developing the inheritance and innovation of traditional Chinese medicine, and promoting the coordinated development and governance of medical services, medical security, and pharmaceutical industry. Finally, through the scientific formulation and effective implementation of the 15th Five-Year Plan for health and wellness development, China's health care will undoubtedly reach new heights, laying the foundation for achieving "Healthy China" by 2035.
