摘要:
基层医疗人才短缺现象在全球范围内普遍存在，20世纪70年代开始实施的乡村医生定向培养模式，已逐渐获得国际社会的广泛认可。中国自2010年起实施乡村医生定向培养计划，借鉴国际经验并结合本国实际，形成了具有中国特色的“招生—培养—服务—发展”全链条培养体系；但当前仍存在培养流程规范化不足、政策适应性有限、激励机制有待优化等问题。对此，应着重从规范培养流程、提高政策适配性、强化全过程激励等方面，持续优化乡村医生定向培养政策，不断提升政策效能，并为全球基层医疗人才培养贡献中国智慧和中国方案。
Abstract:
The shortage of primary medical talents is a global phenomenon. The targeted training model for rural doctors, implemented since the 1970s, has gradually gained widespread international recognition. China has implemented a targeted training program for rural doctors since 2010. Drawing on international experience and combining it with actual situation, a full-chain training system featuring "enrollment-training-service-development" with Chinese characteristics has been established. However, there are still issues such as insufficient standardization of training processes, limited policy adaptability, and the incentive mechanism needing optimization. To address these challenges, it is necessary to standardize the training process, enhance policy adaptability, and strengthen incentives throughout the entire process. It is suggested to continuously optimize the targeted training policy for rural doctors, enhance the effectiveness of the policy, and contribute Chinese wisdom and solutions to the cultivation of primary medical talents worldwide.
