摘要:
随着医疗人工智能应用的快速发展,其风险治理也愈发复杂。然而,现有治理体系在应对人工智能技术变革和临床需求时尚显不足,迫切需要建立适宜的治理框架。对此,以“问题界定—分类框架—治理策略”为主线,将医疗人工智能应用分为增强类、辅助类、限制类、自动类,对基础支持、常规诊疗和核心干预等医疗情境下的人工智能应用风险治理,实施精细化治理策略;同时,须根据技术变化灵活调整治理策略。
Abstract:
With the rapid development of medical artificial intelligence (AI) applications, their risk governance has become increasingly complex, necessitating the establishment of a suitable governance framework. However, the existing governance system remains insufficient to address technological changes and clinical needs. In response, this study follows the thread of "problem definition-classification framework-governance strategies" to construct a classification and governance framework for medical AI applications, categorized into enhancement, assistance, restriction, and automation types. It proposes implementing classified governance for AI applications across different healthcare scenarios, such as foundational support, routine diagnosis and treatment, and core intervention, and introduces refined governance strategies. Meanwhile, it emphasizes the need to flexibly adjust governance strategies in accordance with technological changes.
