摘要:
针对传统预算存在的预算流于形式、与医疗业务脱节等问题，本文提出了基于医疗业务活动的弹性预算管理机制，建立弹性定额，制定资源消耗标准，实现医院资源的弹性动态配置，促进临床诊疗活动的标准化和规范化，从而实现价值医疗要求下的优质、高效和低耗的医院精细化管理。
Abstract:
In view of the fact that the budget existing in the traditional budget is in the form of disjunction from the medical business， this paper proposed an elastic budget management mechanism based on medical business activities， including establishing flexible quotas， setting resource consumption standards， realizing flexible dynamic allocation of hospital resources， and promoting clinical diagnosis and treatment standardization to realize achieve high-quality， efficient and low-cost hospital refined management under the requirements of value-based medical treatment.
