摘要:
提高医保统筹层次是当前我国基本医疗保险制度改革的重要内容之一。本文基于江苏5个地级市的调研，总结医保市级统筹过程中存在的困境。只有科学合理地统筹规划，完善联动机制，加强部门联动，因地制宜，循序渐进，同时构建市级信息系统，加强宣传引导，才能平稳高效地推进医保市级统筹工作。
Abstract:
Improving the overall planning level of medical insurance is one of the important contents of basic medical insurance system reform in our country. Based on the investigation of five prefecture-level cities in Jiangsu Province, this paper summarizes the dilemma existing in the process of municipal overall planning of basic medical insurance, and thinks that only through scientific and rational overall planning, improving the linkage mechanism, strengthening the linkage of departments, adjusting measures to local conditions, step by step, and at the same time building a municipal information system and strengthening propaganda and guidance, can the municipal overall planning work of medical insurance be promoted smoothly and efficiently.
