摘要:
目的：比较省级药品集中带量采购实践的不同模式。方法：围绕采购范围、中标规则等，对比分析省级药品集采的主流模式，总结不同模式的特点及发展方向。结果：省级药品集采的主流模式包括省级联盟跨区域带量采购、专项药品带量招标采购和带量谈判议价采购，采购规则以效仿国家集采为主，或在既往招采的基础上进行优化；中选品种在管理上强调价格联动；对非过评品种短期仍持开放态度,但对市场份额和价格予以限制。结论：未来需更好地把握政府部门与市场主体的关系，进一步优化采购量约定、分组体系、中标规则设置，探索医保支付标准的制定。
Abstract:
Objective To compare the different models of centralized volume-based procurement of drug at provincial level. Methods Focusing on the scope of procurement, bid-winning rules, this study compared the mainstream models of provincial drug centralized volume-based procurement, and summarized the characteristics and development directions of different models. Results The mainstream models included cross-regional procurement by provincial alliances, procurement of special drugs, and volume-based negotiation procurement. The rule was mostly consistent with country's or optimized on the basis of previous practices. The management of the selected drugs highlighted price linkage. The non-over-rated drugs were still possible to select in the short term, but market share and prices were restricted. Conclusion In the future, it is necessary to better handle the relationship between government and market. It is suggested to further optimize the procurement volume agreement, grouping system, and the setting of bidding rules, and explore the formulation of medical insurance payment standards.
