摘要:
目的：为完善地方药品带量采购工作提供参考和建议。方法：检索收集2018年11月15日至2021年12月26日我国各省（自治区、直辖市）出台的药品带量采购相关政策，采用文献分析法和统计分析法进行比较研究。结果：截至2021年12月26日，共有15个省（自治区、直辖市）独立开展了23次省级药品带量采购，在采购品种、采购数量、评标规则等方面进行了积极探索。结论：各省（自治区、直辖市）应科学设置采购品种遴选标准；合理确定及分配约定采购量；积极完善评标规则相关细节；加快推进全流程信息化建设。
Abstract:
Objective To improve drug volume-based procurement at the local level in China. Methods By using literature analysis and statistical analysis, the policies associated with provincial-level drug volume-based procurement during the period from November 15th, 2018 to December 26th, 2021 were collected and compared. Results By December 26th, 2021, a total of 15 provinces had launched 23 provincial-level drug volume-based procurement. Each province had actively explored practice experience in terms of procurement varieties, procurement volume and evaluation methods. Conclusions The selection criteria for procurement varieties should be scientifically set. The purchase volume and allocation should be reasonably stipulated. The details of the evaluation methods should be further improved. And the informatization of the whole process should be accelerated.
